Summary: In response to public outcry over the accident, the original members of the Justice League (minus Batman) turn themselves in to the authorities pending an investigation. Their decision couldn't have come at a worse time, however, as Amanda Waller and Cadmus launch their counterattack on the Watchtower and the remaining members of the League. While the League fights wave after wave of Ultimen and Galatea has her rematch with Supergirl, Batman confronts Waller and clues her into Lex Luthor's involvement, which she investigates, discovering that Luthor pocketed Cadmus technology to build himself his own AMAZO body, which he plans on transplanting his brain into. Waller destroys the body and, backed by the Justice League, they confront their mutual opponent, but it is at that moment that the other mastermind—secret even to Luthor himself—reveals itself to the League: Brainiac.

Cartoon Network on “Panic in the Sky”: “With the founding members out of action, the remaining fifty heroes fight to survive Cadmus’ ultimate attack on the Justice League (courtesy of The World’s Finest).”
Bruce Timm on “Panic in the Sky”: “I happened to be watching last season’s four-parter last night, and was blown away all over again by Nicholle’s dual performance, especially in ‘Panic in the Sky.’ Yeah, Téa is deliciously sneery and evil, but the genuine vulnerability of her little ‘goodbye daddy’ scene with Hamilton makes her instantly and unexpectedly sympathetic—she gains the audience’s sympathy with two little words—then check out her impatient snarl at being interrupted by Waller. She nails the character’s truest nature with one word!
“Nicholle’s own natural spunky sweetness puts you irresistibly on Kara’s side throughout but then, right in the middle of her horrific beating, she goes all ‘Beverly Hills Princess’ and mercilessly taunts Téa with an attitude that’s completely different than Téa’s own brand of cruelty. She’s so good that you actually forget the same actress is playing both characters. We were blessed with many excellent V.A. performances last season, and Nicholle’s were two of the very best (courtesy of Toon Zone).”
